Our History SPESCE – ABU


Following a Call for Proposals to establish the Sustainable Procurement, Environmental and Social Standards Enhancement Centre for Excellence (SPESSCE) through NUC by the World Bank in 2019, Ahmadu Bello University Zaria submitted one of the best proposal's on sustainable procurement, Environment and Social Standards. The proposal addresses areas ranging from applied research, capacity building and risk management.

After rigorous and extensive review of proposals sent by different universities across Nigeria, Ahmadu Bello University secured the award and approval for the establishment of ABU SPESSCE for the North West Zone. This reaffirmed the position of our university in the community of universities. Kudos to the Vice Chancellor Professor Ibrahim Garba for his brilliance in turning arround competetive stance of our institution. Our Philosophy


Our philosophy is to produce high caliber graduates with the required analytical and problem solving skills in the areas of procurement, environmental, and social standards, relevant to national and international communities, on all kinds of projects irrespective of the sector. The Centre will partner with people and mount courses on issues of sustainable development at all levels of society, in order to build communities that can withstand crisis, and drive and sustain the kind of growth that improves the quality of life for everyone. The courses will offer global perspective and local insight to help empower lives and build resilient communities that will promote sustainable development in all of their development activities.

Our Vision


Our vision statement is to be a highly respected, international world-class provider of knowledge and skills in procurement, social and environmental standards for individuals from all walks of life through harmonizing safe and efficient international standards in procurement with the social and environmental needs of our partner communities.

The proposed centre is envisioned to take ownership of promoting systematic and sustainable capacity building and professionalisation in the areas of Procurement, Environment and Social Standards. It is expected to serve as a catalyst for speedy reduction in waste of resources and corrupt practices with respect to these target areas. The root causes of these problems are lack of qualified practitioners in procument, environment and social standards. Due to these, there is prevailing incapacity at the level of enforcement of basic standards and risk management in the target areas.

The mission statement of the Centre is to provide quality education in procurement, social and environmental standards in order to enable economic growth in all sectors of the economy through sustainable development and good governance that supports employees, community and the local and global environment.

Aim and Objectives


The main aim of the programs and courses in the Centre is to stimulate and sustain candidate’s interest in procurement, social and environmental standards, and the objectives are to:

To organize into a single and coherent trade union and serve as an umbrella organization for all Senior Administrative, Technical and other Senior non-teaching staff of all Nigerian Universities and inter-University Centres who elect to be members

Provide our students with the right environment to acquire the necessary skills that will strengthen the procurement, social and environmental outcomes of programmes and projects through full and effective stakeholders’ engagement and enhance quality service delivery;

Educate candidates with principles of procurement, social and environmental terminologies, facts, principles and methods; coupled with adequate practical experience that will enable them select and avoid adverse impacts to people and the environment in performing specified tasks;

Train candidates in broad based skills of management concepts that mould the virtues of ethics, equity, discipline, commitment and sincerity in order to will allow them meet the challenges of a developing economy and allow them to sufficiently tackle common day-to-day procurement, social and environmental problems in any sector of the economy through a mechanism that responds to complaints from affected people.
